3 Injured in Road Accident
3 people, including a woman, were injured in different road accidents here on Sunday. In the first incident, two motorcycles collided with each other on Phalia Road. As a result, Mudassar Sultan was critically injured. In the second incident, the wife of Qaisar was on her way when a motorcycle hit her at Sadr Chowk. As a result, she was injured. Civil judge’s brother tortured, detained for hour
Chungas patrol post staffers allegedly tortured the brother of a civil judge and detained him for an hour on Saturday night.
Muhammad Walayat Gondal of Ajowal village told newsmen he returning from Rawalpindi by car at 8pm when the patrol police stopped him and asked him to give them a spare wheel because a Tyre of their van had got punctured. Walayat told the policemen that he could not give them a spare wheel as he had to travel a long way. This infuriated the policemen and they allegedly tortured him and detained him at the chowk for an hour.
Walayat said that the policemen released him when he informed them that he was the brother of a civil judge. He said that he had given an application to the Mandi Bahauddin district police officer for registration of a case. When contacted, patrol post in-charge SI Pervez denied the allegations. He said that they only exchanged hot words with Walayat. He said that they were there to serve and protect the citizens, not to torture them.

Health department starts providing kits for free cataract surgery in Phalia
On the direction and approval of the Chief Minister Punjab Muhammad Shahbaz Sharif, Provincial Health Department has started providing kits for free cataract surgery in all the districts.
According to handout issued here on Thursday, under this programme, every district will get 500 kits containing all the medicines, consumables and Intra-Ocular Lens. (IOL)
In this connection, Secretary Health Punjab Fawad Hassan Fawad said that this programme is being implemented through public private partnership under which the IOLs have been provided by Fred Hollow Foundation, Australia whereas, all the medicines / consumables are being provided by the Health Department Punjab and both the partners are contributing equally.
He further said that the College of Ophthalmology and Allied Vision Sciences, KEMU is implementing this programme.
In this regard, all the districts Health Authorities have been directed to contact with the Vice Chancellor, KEMU / MAYO Hospital Lahore, Prof. Dr. Asad Aslam Khan to obtain these kits according to their allocation.
The Health Department has issued schedule for collecting these operation kits under which District Rawalpindi, Attock, Jehlum, Chakwal, Gujranwala, Sialkot, Gujrat, Hafizabad, Phalia and Mandi Bahauddin has been called to collect these kits on 7th December. Similarly, Lahore, Kasur, Sheikhupura, Narowalm Okara, Khanewal, Muzaffargarh, Dera Ghazi Khan and Layyah will get kits on 8th December, whereas, Faisalabad, Jhang, Sahiwal, Toba Tek Singh, Sargodha, Khushab, Mianwali, Bhakkar and Chiniot on 9thDecember and Multan, Bahawalpur, Rahim Yar Khan, Rajanpur, Lodhran, Vehari, Pakpattan and Bahawalnagar will collect these kits on 10th December 2010 from College of Ophthalmology and Allied Vision Sciences, KEMU.

Special salary package for teachers
The federal government decided to announce special package incentives for teachers of the Federal Directorate of Education (FDE), fulfilling their longstanding demand of upgradation. Director General FDE while briefing officials of different teachers associations said that FDE teachers will get upgradations in scale under Time Scale Promotion formula.
FGCTA Press Secretary Mohammad Tahir said that Matric Trained Teachers (MTTs) Junior Language Teachers (JLTs) grade 9 will be promoted grade 14 if they have BEd degree.
Trained Undergraduate Teachers in grade 14 with six years service experience will be promoted to grade 16.
Trained Graduate Teachers with 10 years experience in grade 16 will be promoted to grade 17.
Teachers in grade 17 with five years of experience will be promoted to grade 18.
While teachers in grade 18 will be promoted to grade 19 with seven years experience in case of direct appointment and five years experience if they were promoted from a lower grade.
He said that promotion from grade 19 to 20 will require five years experience and teachers above grade 20 will not come under Time Scale Promotion Formula.

10th QAT in PEF-schools commences today
The 10th Quality Assurance Test (QAT) in schools associated with Punjab Education Foundation (PEF), under Foundation Assisted Schools (FAS) programme, will be held today (Monday) in 11 different districts of the province.
According to the spokesman of PEF, the last leg of QAT will be held in Chiniot, Gujrat, Nankana Sahib, Narowal, Sheikhupura, Mandi Bahauddin, Jehlum, Chakwal, Rawalpindi, Attock and Sialkot.
He informed that barcode technology has been introduced in exams to ensure transparency. The biannually held QAT are a strong determinant to examine educational quality of the partner schools, he concluded.

First wife sets second on fire
PHALIA: A woman set her husband’s second wife on fire, killing her, with the help of her in-laws on Saturday.
Farhat, a Phalia Mohalla Mehman, resident married Qalbe Abbas, a resident of Mandi Bahauddin Sat Sara, four months ago without knowing that Abbas was already married.
“We never knew that he was married before and neither did my daughter,” said Farhat’s father Ali, adding that his daughter and Abbas shifted to a small house in Phalia a few months ago. “She told us that he travelled back and forth a lot for his work. In reality he was living with his family in the city and used to come stay with Farhat twice a week,” her father told reporters.
On Saturday, Abbas took Farhat to meet his first wife Rukhsana and his parents Ghulam Abbas and Zahida Bibi. Neither of the women knew that he had another wife and Farhat’s father Ali told the police that Farhat had had no idea where he was taking her.
Locals said that the two women constantly fought and shouted at each other for three days after which their neighbours intervened on Friday afternoon. “We saw them all fighting in the street. It was clear that Rukhsana did not know about the second marriage and that Farhat was ignorant about the first marriage. Abbas’s parents placated us and told us they would resolve the matter in their home,” said Abbas’s neighbour Hadi Kamran. He added, “They told us that this was a family matter and that we should keep out of it.”
According to the police, Ghulam, Zahida and Rukhsana agreed to kill Farhat. When the police found the body she had already been burnt beyond recognition.
“They didn’t exactly hide what they did,” said station house officer (SHO) Muhammad Nawaz Sial, adding “Rukhsana boasted that she was the one who had poured oil all over Farhat while her in-laws held her down.”
“From what we have been told Abbas was no where on the scene but this is suspicious because no one has tried to implicate him, not even for his deception,” Sial added.
Police officials said that Farhat’s father Ali had filed a case against Ghulam, Zahida Bibi and Rukhsana.
“I was not there and when I heard about what was happening, I rushed back,” Abbas told a reporter on the phone. He added that when he reached home Farhat was already dead.Civil Lines police has registered a case against three people on the complaint of Farhat’s father, Ali.
“We are pursuing the investigation but we have not cleared Abbas yet given that everyone is suspiciously leaving him out of the entire proceedings and he has skipped town,” Sial said, adding that police officials were looking for Abbas after Farhat’s death on Saturday.

Register case against Musharaf under Article 6 of constitution.
Mandi Bahauddin: (Gangly Khan for PCP) lawyers observed 3 Nov as black day. In this connection a general meeting of bar association was held with president bar association Faiz Gondal in chair. Speakers addressing the bar said that this day military despot imposed emergency and put the Chief Justice with other Supreme Court judges in detention. It amounted to imposing mini martial law. Lawyers rose to the occasion and launched aggressive movement for restoration of judges and restoring rule of law.
Movement ended in success. Judges were restored. Exiled leaders came back. Democracy was restored and the despot was left with no option except to leave the country. Beyond that people at large got nothing. Rule of law is still a mark of question. Under this democratic set up situation in the country continue deteriorating. Increasing price hike is not less than a felling a bomb on the poor. Law and order is not felt and there is no protection of life and property. Accountability is altogether non-existent. Government is conspiring to sideline the chief justice to avoid accountability. At district level corruption is increasing at large scale. Government officials fleece the poor people when they come to offices to seek relief. Police stations serve as extortion centre where complainant and accused both have to gratify the police officials. There is no check on government officials. Complaints lodged against corrupt officials elicit no action. To obtain simple copy of Register Haqdaran, one has to pay bribe ranging from Rs, 2000 to 4000. They further said proper procedure under the law is not followed while declaring accused as proclaimed offenders; proclamations are based on bogus proceedings. The officials live beyond their resources that provide proof of their corruption. The speakers said that let us launch a campaign to eliminate corruption in the district to achieve the objective of lawyers’ movement in true spirit, so that the poor are facilitated to get relief. Bar president was asked by the bar to form an anti corruption committee to keep an eye over malpractices of government officials. At the end Bar through a resolution demanded as following:-

Police and revenue officials belonging to this district should be posted to other districts. No official should be allowed to serve in home district.
Courts should accept simple copy of Register Haqdaran under the signature of Patwari. Requirement of getting it signed by Tehsildar should be done away with. This will facilitate public for executing surety bonds of the accused on grant of bail.
Procedure for Spurdari should be simplified. Old procedure that is on the report of SHO impounded items like vehicle be released.

FIA launches campaign against human smugglers
LAHORE: Interior Minister Rehman Malik has directed the FIA to launch a special campaign against human smugglers in the country. According to an official handout issued on Thursday, as per direction of the FIA director, the FIA Punjab deputy director Gujranwala, constituted two teams.
The two teams conducted raids and arrested Ibrar Anjum, proprietor of MI travels and tours Mandi Bahauddin, Shahid Hussain Shakir proprietor of the Bright Future Overseas Education consultants Mandi Bahauddin, Rizwan Sharif proprietor of the Crown Travels Agency and Muhammad Ali proprietor of the Fly Air Travels Mandi Bahauddin. The teams recovered 24 passports, educational certificates, bank statements and application forms of different intending immigrants, for which they could not provide any plausible justification. staff report

Phalia: NAB (National Accountability Bureau) has started investigation about the assets of Doctor Fayaz Ranjha Ex. EDO (Executive District Officer) Health Lahore belongs with Thatta Baba Tehsil Phalia. A special team of NAB headed by Assistant Director NAB Muhammad Dilawar has visited the office of DDOR Phalia and questioned about the property of Doctor Fayaz Ranjha.

Phalia road accident claims 5 lives
PHALIA: Atleast five persons were killed and six others injured in a terrible road accident in Phalia on Monday.
The accident took place when a Hiace number SGT 9078 collided with a tree due to bursting of tyre resulting in the death of five passengers and six others seriously hurt in the dreadful road mishap in Phalia.
The accident claimed the lives of the driver, Razia Bibi, Mahwash, Danish Nadeem s/o Muhammad Aslam and others. The names of the injured could not be identified till the filing of the report.
The injured have been shifted to Tehsil Headquarters Hospital where some of them are said to be in critical condition.
The local police have lodged a case in this regard.

Poverty claims two lives in Mandi Bahauddin
Frustrated by poverty and domestic problems, a husband and wife committed suicide by consuming poisonous pills in Mandi Bahauddin District in Punjab on Monday.
“Mehmud Ayaz, a laborer, and his wife Nazia committed suicide over some domestic problems,” the district police officer, Dar Ali Khatak, confirmed.
On receiving information about the incident, some close neighbors shifted the bodies to Civil Hospital. However, they had already died.
The devastated parents of three children were residents of Shafqatabad colony.

PML Q Leader moves to SC against political victimisation
Senior Vice President of Pakistan Muslim League-Q Youth Wing, Muh-ammad Iqbal filed a petition in the Supreme Court, seeking action against his alleged political victimisation being carried out by the Punjab Govt.
In his application, Muha-mmad Iqbal requested the Chief Justice of Pakistan, Iftikhar Muhammad Chaudhry that despite a suo moto action taken by him, the Punjab Govt got two more alleged fake cases registered against him through Federal Investigation Agency (FIA). He informed that he along with his family survived a murder attempt, as Iqbal Kharal along with his accomplices attacked them when they were entering their house. However, police did not initiate legal proceedings against them. He said that even after the suo moto notice taken by the Chief Justice, the concerned authorities registered more cases against him by floating the court’s orders.
“Being an active political worker, I led the election campaign of my party in Mandi Bahauddin effectively in 2008, which created a grudge against me and my family members amongst the political opponents and they have decided to eliminate me from the political scene,” he stated.
He submitted the entire record of the cases filed against him and sought a strict action against those, who were violating the court’s orders.

“Being an active political worker, I led the election campaign of my party in Mandi Bahauddin effectively in 2008, which created a grudge against me and my family members amongst the political opponents and they have decided to eliminate me from the political scene,” he stated.
He submitted the entire record of the cases filed against him and sought a strict action against those, who were violating the court’s orders.

Phalia Bar Association! Awan tells critics to support govt against terrorism
People who criticize the distribution of funds amongst the bar associations should support the federal government in combating terrorism and eliminating poverty from the country, Federal Law, Justice and Parliamentary Affairs Minister Senator Dr Babar Awan said on Sunday.
Awan made these remarks while addressing a cheque distribution ceremony amongst presidents of different district and tehsil bar associations at the Governor House in Lahore. The Pakistan People’s Party (PPP) leader said that he would continue making efforts for the welfare of the lawyers community and would use a plane, car or even a horse to reach and distribute funds amongst different bar associations.
The federal law minister said that on the directions of President Asif Ali Zardari and the PPP, he would continue to discharge his constitutional and legal responsibilities by giving grants to the bar associations. Awan told the audience that the grants would be given to the bar associations in the form of cheques and not cash, so that no individual could use them.
The PPP leader said that he would visit all the bar associations of the country to listen to the problems of the lawyers, as they had not been solved under any regime. He said that no one could stop him from working for the welfare of the lawyers, as democracy in Pakistan could not flourish without the active participation of lawyers and the masses.
The law minister told the gathering that no one could scandalise the bar associations of the country, as they were a valuable institution, like the armed forces. Awan said that all state institutions should share a mutual relationship based on respect and harmony. He told the audience that the judicial system was an asset of the country and the federal government would safeguard it.
The law minister said that the government would not allow anyone to harm the national institutions of the country. He said that no one would be allowed to create an atmosphere of confrontation amongst the state institutions as long as the PPP was in power. The PPP leader said that some voices in the West were labeling Pakistan as a failed state ignoring the fact that the country was the world’s first Islamic nuclear power.
Afterwards, Mandi Bahauddin District Bar Association President Muhammad Aslam Faiz Gondal received a cheque of Rs 2.5 million, Phalia Tehsil Bar Association President Ansar Mahmood Gondal received a cheque of Rs 1 million, the Nankana Sahib District Bar Association President got a cheque of Rs 1.5 million and the Sangla Hill Bar Association President received a cheque of Rs 1 million. Speaking on the occasion, leaders lauded the PPP government and Awan for providing grants for the welfare of the lawyers community. They said that only a renowned lawyer such as Awan could understand the problems of the lawyers and provide them relief.
Separately, office-bearers of PPP Lahore chapter criticised the Punjab government for removing the banners, welcoming the federal law minister, from Mall Road and the Canal Bank roads.
