10th QAT in PEF-schools commences today

The 10th Quality Assurance Test (QAT) in schools associated with Punjab Education Foundation (PEF), under Foundation Assisted Schools (FAS) programme, will be held today (Monday) in 11 different districts of the province.

According to the spokesman of PEF, the last leg of QAT will be held in Chiniot, Gujrat, Nankana Sahib, Narowal, Sheikhupura, Mandi Bahauddin, Jehlum, Chakwal, Rawalpindi, Attock and Sialkot.

He informed that barcode technology has been introduced in exams to ensure transparency. The biannually held QAT are a strong determinant to examine educational quality of the partner schools, he concluded.

First wife sets second on fire

PHALIA: A woman set her husband’s second wife on fire, killing her, with the help of her in-laws on Saturday.

Farhat, a Phalia Mohalla Mehman, resident married Qalbe Abbas, a resident of Mandi Bahauddin Sat Sara, four months ago without knowing that Abbas was already married.
“We never knew that he was married before and neither did my daughter,” said Farhat’s father Ali, adding that his daughter and Abbas shifted to a small house in Phalia a few months ago. “She told us that he travelled back and forth a lot for his work. In reality he was living with his family in the city and used to come stay with Farhat twice a week,” her father told reporters.

On Saturday, Abbas took Farhat to meet his first wife Rukhsana and his parents Ghulam Abbas and Zahida Bibi. Neither of the women knew that he had another wife and Farhat’s father Ali told the police that Farhat had had no idea where he was taking her.

Locals said that the two women constantly fought and shouted at each other for three days after which their neighbours intervened on Friday afternoon. “We saw them all fighting in the street. It was clear that Rukhsana did not know about the second marriage and that Farhat was ignorant about the first marriage. Abbas’s parents placated us and told us they would resolve the matter in their home,” said Abbas’s neighbour Hadi Kamran. He added, “They told us that this was a family matter and that we should keep out of it.”

According to the police, Ghulam, Zahida and Rukhsana agreed to kill Farhat. When the police found the body she had already been burnt beyond recognition.

“They didn’t exactly hide what they did,” said station house officer (SHO) Muhammad Nawaz Sial, adding “Rukhsana boasted that she was the one who had poured oil all over Farhat while her in-laws held her down.”

“From what we have been told Abbas was no where on the scene but this is suspicious because no one has tried to implicate him, not even for his deception,” Sial added.

Police officials said that Farhat’s father Ali had filed a case against Ghulam, Zahida Bibi and Rukhsana.

“I was not there and when I heard about what was happening, I rushed back,” Abbas told a reporter on the phone. He added that when he reached home Farhat was already dead.Civil Lines police has registered a case against three people on the complaint of Farhat’s father, Ali.

“We are pursuing the investigation but we have not cleared Abbas yet given that everyone is suspiciously leaving him out of the entire proceedings and he has skipped town,” Sial said, adding that police officials were looking for Abbas after Farhat’s death on Saturday.

Register case against Musharaf under Article 6 of constitution.

Mandi Bahauddin:  (Gangly Khan for PCP) lawyers observed 3 Nov as black day. In this connection a general meeting of bar association was held with president bar association Faiz Gondal in chair. Speakers addressing the bar said that this day military despot imposed emergency and put the Chief Justice with other Supreme Court judges in detention. It amounted to imposing mini martial law. Lawyers rose to the occasion and launched aggressive movement for restoration of judges and restoring rule of law.

Movement ended in success. Judges were restored. Exiled leaders came back. Democracy was restored and the despot was left with no option except to leave the country. Beyond that people at large got nothing. Rule of law is still a mark of question. Under this democratic set up situation in the country continue deteriorating. Increasing price hike is not less than a felling a bomb on the poor. Law and order is not felt and there is no protection of life and property. Accountability is altogether non-existent. Government is conspiring to sideline the chief justice to avoid accountability. At district level corruption is increasing at large scale. Government officials fleece the poor people when they come to offices to seek relief. Police stations serve as extortion centre where complainant and accused both have to gratify the police officials. There is no check on government officials. Complaints lodged against corrupt officials elicit no action. To obtain simple copy of Register Haqdaran, one has to pay bribe ranging from Rs, 2000 to 4000. They further said proper procedure under the law is not followed while declaring accused as proclaimed offenders; proclamations are based on bogus proceedings. The officials live beyond their resources that provide proof of their corruption. The speakers said that let us launch a campaign to eliminate corruption in the district to achieve the objective of lawyers’ movement in true spirit, so that the poor are facilitated to get relief. Bar president was asked by the bar to form an anti corruption committee to keep an eye over malpractices of government officials. At the end Bar through a resolution demanded as following:-

Case under Article 6 of the constitution be registered against Musharraf and he should be brought back to face the trail.

Police and revenue officials belonging to this district should be posted to other districts. No official should be allowed to serve in home district.

Courts should accept simple copy of Register Haqdaran under the signature of Patwari. Requirement of getting it signed by Tehsildar should be done away with. This will facilitate public for executing surety bonds of the accused on grant of bail.

Procedure for Spurdari should be simplified. Old procedure that is on the report of SHO impounded items like vehicle be released.

FIA launches campaign against human smugglers

LAHORE: Interior Minister Rehman Malik has directed the FIA to launch a special campaign against human smugglers in the country. According to an official handout issued on Thursday, as per direction of the FIA director, the FIA Punjab deputy director Gujranwala, constituted two teams.

The two teams conducted raids and arrested Ibrar Anjum, proprietor of MI travels and tours Mandi Bahauddin, Shahid Hussain Shakir proprietor of the Bright Future Overseas Education consultants Mandi Bahauddin, Rizwan Sharif proprietor of the Crown Travels Agency and Muhammad Ali proprietor of the Fly Air Travels Mandi Bahauddin. The teams recovered 24 passports, educational certificates, bank statements and application forms of different intending immigrants, for which they could not provide any plausible justification. staff report

A special team of NAB headed by Assistant Director NAB Muhammad Dilawar has visited the office of DDOR Phalia and questioned about the property of Doctor Fayaz Ranjha.
